Answer: Use a geographic cross-Region inference profile for Europe.
Cross-Region inference spreads requests across Regions to absorb peaks. A geographic inference profile routes only to Regions inside the chosen geography, which is what AWS recommends when there is a data residency requirement, while a global profile can route to any commercial Region. Inference profiles do not support Provisioned Throughput.
