Answer: Add an effective-date attribute to each file and filter retrieval on it.
An effective-date attribute on each file lets the knowledge base filter retrieval to the policy in force, so the superseded document is never returned as evidence. A reranker reorders chunks by relevance to the question, and both policies are relevant. Hybrid search changes how text is matched, not which version applies. Re-syncing reindexes both documents and leaves the assistant choosing between them.
