Answer: Retrieve the relevant policy passages and pass them to the model.
Retrieval puts the current policy text in front of the model at question time and lets the answer cite the document it came from, which covers both the quarterly revisions and the citation requirement. Fine-tuning bakes in a snapshot that goes stale each quarter and still cannot cite a source. A system prompt instruction tells the model to use policy it was never given. Few-shot examples teach the shape of a well-formed answer, not the current content.
