PHONE is a built-in entity type, and the Anonymize action masks the detected value and replaces it with the entity type while the rest of the response is returned. Blocking responses that contain a phone number discards the whole answer. A denied topic describes a subject, and AWS states that topic filtering should not capture entity types. Word filters match exact strings, so a list of area codes misses most ways a number is written.
