PRODUCTION SCENARIO
A repository's committed CLAUDE.md holds the team's test and deploy commands. One developer also wants Claude to use their own sandbox URL and test data on this project, without those reaching teammates.

Answer: In a CLAUDE.local.md at the root of the project checkout
CLAUDE.local.md is the documented home for personal project-specific settings such as sandbox URLs and test data: it loads alongside CLAUDE.md and is kept out of version control. User scope in ~/.claude/CLAUDE.md is private too but applies to every project on the machine. settings.local.json holds per-machine configuration values rather than instructions Claude reads as context. A personal section in the committed file makes the preferences team policy.
