A Model Garden organization policy set at the organization, folder or project level lets users reach only approved models: a custom allow policy permits a list and implicitly denies the rest, so one policy covers every project beneath it. Console filters change only what a developer sees, Model Registry holds a project's own models and the policy does not reach it, and disabling the API would block approved models too.
