Answer: Add file_search_call.results to the request's include list, which is empty by default
A file search call does not return its results by default, so the request asks for them by setting include to file_search_call.results. The citation annotations on the answer carry only type, index, file_id and filename, never the retrieved text; running the vector store search yourself shows what your query returns rather than the model's; and max_num_results changes how many chunks the model gets, not whether they are reported.
